Final Statement of the Sixth Session of the Board of Trustees of the International Union of Muslim Scholars

In the Name of Allah, the Most Gracious, the Most Merciful

Final Statement of the Meeting of the Board of Trustees of the International Union of Muslim Scholars

Held in its sixth session on Saturday, 18 Dhul-Hijjah 1446 AH, corresponding to 14 June 2025 CE.

All praise is due to Allah, and may peace and blessings be upon the Messenger of Allah, his family, companions, and all who follow him. To proceed:

The Board of Trustees of the International Union of Muslim Scholars convened its sixth session on Saturday, 18 Dhul-Hijjah 1446 AH, corresponding to 14 June 2025 CE.

The meeting reviewed its agenda, which included, after the recitation of the Noble Qur’an, a keynote speech by His Eminence, Sheikh Professor Dr. Ali Al-Qaradaghi, President of the International Union of Muslim Scholars. In his address, he highlighted the Union’s role in advancing the Muslim Ummah, fulfilling its duty of knowledge, and carrying its message in accordance with its major directives, strategies, and plans—especially in light of the current challenges facing the Ummah, which increase the legal and moral responsibilities borne by the Union.

The meeting then reviewed reports from the presidency, secretariat, and various active committees, their initiatives and projects. The General Secretariat listened to the proposals of the board members regarding the presented items, and provided clarifications accordingly, giving priority to constructive feedback for implementation and development of the plan. A dedicated segment of the meeting focused on recent developments of the “Al-Aqsa Flood” operation and the genocide perpetrated by the Zionist entity in Gaza. The meeting also addressed the pressing issues and current developments affecting the Ummah.

Accordingly, the Union affirms the following:

First: The continued implementation of the five-year plan derived from its major strategies, with primary focus on its scholarly mission and contribution to the civilizational advancement of the Ummah—particularly during this critical stage in its history—while ensuring ongoing monitoring and evaluation through the relevant channels of the Union’s executive, advisory, governance, and planning bodies.

Second: The Union calls upon the scholars of the Ummah to fulfill the trust entrusted to them by Allah, for they are the inheritors of the Prophets, whom Allah has honored and whose testimony He paired with His own and that of His angels. This status stems from their vital and central role in reviving the religion and uplifting the Ummah.

The grave events unfolding in the Muslim world today compel scholars to assume their religious responsibility by offering sincere counsel to the Ummah, its nations, and leaders—for indeed, the religion is sincere counsel.

Third: The Union reaffirms its unwavering and long-standing stance in support of the Palestinian cause. It reiterates its previous resolutions and fatwas related to this cause, especially since the launch of the Al-Aqsa Flood operation and the brutal Zionist aggression that has shed the blood of children, women, civilians, and the innocent; destroyed mosques, hospitals, and vital infrastructure; and left nearly two hundred thousand people dead, wounded, or missing. The Union also condemns the ongoing desecration of Al-Aqsa Mosque, its closure to worshippers, attempts to perform ritual sacrifices therein, displacement and aggression against the people of the West Bank, land confiscation, and settlement expansion. In this regard, the Union emphasizes the following:

a. The call upon the Islamic Ummah and all free people of the world to rise in urgent global solidarity in support of the Palestinian cause, particularly by aiding their brothers in Gaza and the West Bank through all forms of material and moral support—including a call for a global uprising against the genocide.

b. The Union commends the global grassroots efforts exemplified by various international initiatives, most recently the "Convoy of Steadfastness," and calls upon the concerned states to cooperate with these initiatives, facilitate their passage into Gaza, and release those detained among them—fulfilling the minimum humanitarian, religious, and ethical duty. Foremost among the responsible parties are the Islamic states, for aiding their brethren is a binding obligation upon them.

c. The Union calls on human rights organizations to intensify efforts and pursue all legal, civil, and popular avenues available to defend the Palestinian cause and exert pressure on global decision-makers to stop the bloodshed in Gaza and across Palestine.

d. The Union urges the League of Arab States, the Organization of Islamic Cooperation, and all free international organizations to play a serious and effective role in halting the criminal massacre and widespread destruction perpetrated by the Zionist aggressors against our brothers and sisters in Palestine.

Fourth: The Union continues to monitor developments on the global and Islamic fronts, reaffirming its consistent positions in condemning all forms of oppression, aggression, and sectarian violence committed by certain states or armed militia groups—as is the case in Yemen, Sudan, and other parts of the world.

Fifth: In this final statement, the International Union of Muslim Scholars denounces the blatant Zionist aggression against the Islamic Republic of Iran, which reflects the entity’s disregard for all international and humanitarian conventions and its perception of being above all laws and regulations. The Union calls upon the League of Arab States, the Organization of Islamic Cooperation, and UN member states to fulfill their responsibilities in this regard.

Sixth: The Union calls on all Muslim peoples to unite their ranks, for among the greatest objectives of Islam is unity of the word and the rejection of division and racism. It also urges all scholarly institutions, councils, and associations to strengthen cooperation and bridge relationships among themselves, for such collaboration serves the highest interests of Allah’s religion, His message, and the Muslim Ummah as a whole.

All praise is due to Allah, Lord of the Worlds—at the beginning and the end. May Allah send peace and blessings upon our noble Messenger, his family, companions, and those who follow them in righteousness until the Day of Judgment.
