Fatwa Committee of the Union Discusses Financial Corruption and Affirms: Misappropriation of Public Funds is a Major Sin

 

The Fatwa Committee of the International Union of Muslim Scholars held its regular meeting on Saturday, 9 Shawwal 1447 AH, corresponding to 28 March 2025. The session began with a blessed recitation from the Holy Qur’an, followed by a review of the agenda, the opening speech by the Committee Chair, and a discussion of the main topic concerning financial corruption and embezzlement of public funds.

The Committee Chair, Sheikh Ali Mohieddine Al-Qaradaghi, President of the Union, delivered the opening address, emphasizing the importance of addressing issues that impact the interests of the Ummah, foremost among them the safeguarding of public funds, which have a direct effect on achieving justice and societal stability.

In the main segment, Sheikh Abdelhay Youssef presented a scholarly report detailing the dangers of financial corruption and the misappropriation of public resources, explaining its Shariah implications and the negative effects on individuals and communities. He also highlighted the necessity of strengthening administrative oversight by combining Shariah-based principles with effective practical measures to deter wrongdoing.

The session was chaired by Dr. Fadel Abdullah Murad, Secretary of the Committee and Assistant Secretary-General of the International Union of Muslim Scholars, during which committee members contributed rich scholarly interventions that explored multiple aspects of the topic, enhancing the discussion and deepening understanding of preventive and remedial measures.

Extensive deliberations were held on the draft resolution, with members offering their scholarly input, which contributed to precise formulation and comprehensive consideration of the Shariah and practical dimensions of the issue. The discussions reaffirmed the Union’s commitment to protecting public funds and condemning any violation, as such acts are considered major sins prohibited in Islam.
